Billing Portal Uploader for SMD - Non Activation
User Manual: Upload and Manage Billing Reports via SKYNET Billing Portal
1. Accessing the Billing Portal
To upload and manage billing reports:
Navigate to the SKYNET Dashboard.
Click on Billing Portal.
This will take you to the Billing Portal Listing Page, where billing data is displayed.
2. Upload Billing Report Functionality
Uploading a Report
Click on the Upload Billing Report button.
A popup will appear containing the following fields:
Platform (dropdown)
Month/Year selection
Upload Type (dropdown)
File Upload Field (Excel format)
Sample Template Download Link (visible after selecting upload type)
3. Upload Types
There are three types of uploads available, each with a corresponding sample Excel template.
Note: Fields marked with an asterisk (*) are mandatory and must be filled in correctly to avoid errors.
a. Client Upload
Purpose: For Vic Gov clients who do not create bookings via the Booking Portal.
Process:
Uploading the Excel template automatically creates a booking in the Booking Portal.
Data is directly pushed to the SMD.
Users receive an email with a link to the Summary Page.
b. Non-Validated Upload
Purpose: To upload billing lines without creating bookings in the Booking Portal.
System Check:
Verifies if Client Code and Budget exist in the IO database/SMD.
If matched → line is linked to SMD.
If unmatched → error message: “SMD Link not available.”
Post-Upload:
Lines appear on the Claim Page.
Users must manually verify lines before pushing to SMD.
c. Standard Upload
Requirement: Booking must already exist in the Booking Portal.
Process:
Uploaded billing lines appear as unassigned.
Users must claim and push billing lines to the SMD manually.

5. Process of Uploading a Billing Report
(Standard Upload Only): Ensure booking exists in Booking Portal.
Download & Fill the relevant sample template with accurate values.
Go to Billing Portal → Upload Billing Report.
Select:
Upload Type: Client / Non-Validated / Standard
Platform: (e.g., DV360)
Medium Code: Auto-populated based on Platform (can be changed)
Billing Month
Upload the Excel file.
6. Validation Before Submission
Before clicking Submit, the system performs automatic validation:
Checks for duplicate entries based on:
Platform
Booking Order Line ID
Cost
Duplicate entries: Ignored
New entries: Inserted into the Claim Table
Uploaded data is visible only to:
The Uploader
System Admins
Upload limit: 500 rows per file
7. Post-Upload Confirmation
Upon clicking Submit:
A confirmation message is displayed:
“Your file has been successfully uploaded and is currently being processed. An email notification will be sent to you once the processing is complete.”
After receiving the email:
Return to the Claim Portal.
Refresh the page.
The uploaded billing lines will be visible.
